Amending Planning Controls - Planning Proposals and Development Control Plans

A Planning Proposal is an application to amend planning controls in the Camden Local Environmental Plan 2010 (LEP) or State Environmental Planning Policy (Precincts - Western Parkland City 2021 ( WPC Precincts SEPP) that govern an aspect of development. They can be initiated by Council or an applicant.

A list of Planning Proposals that have been endorsed by Council is included on the NSW Planning Portal.

A draft Development Control Plan (DCP) can be prepared to support a Planning Proposal or as a stand-alone amendment to an existing DCP (planning controls). A draft DCP can be initiated by either Council or an applicant

Lodgement Process:

1. Pre-Lodgement Meeting

Council offers a pre-lodgement advice service for Planning Proposals and draft DCPs.  You can request this service using our online Pre-Lodgement Meeting Request Form .

The fee for this service is outlined in our Fees & Charges.

4. Submitting a Planning Proposal and/or Draft Development Control Plan

Submit the Planning Proposal to Council via the NSW Planning Portal.

If a draft DCP has been prepared to support a Planning Proposal, it can be submitted onto the NSW Planning Portal as part of the supporting documentation for the Proposal.

If the draft DCP has been prepared separate to a Planning Proposal, it can be submitted to Council's Customer Service Team.

Both a Planning Proposal and draft DP must include a completed application form and checklist as part of the supporting documentation and relevant Fees & Charges are to be paid at lodgement. 


Assessment Process: 

A Planning Proposal has a number of steps in its consideration and approval and requires approvals from both Local Council and the State Government Planning body (Department of Planning).

PP flowchart2As part of the Planning Proposal process, Council is required to formally exhibit the Planning Proposal for a period of either 14 or 28 days as determined by the Gateway Approval.

Community Consultation 

In addition Council also provides an informal notification period before the Planning Proposal has been considered at a Council Meeting.
