Camden Local Environmental Plan (LEP) Review 2020

Background

In March 2018, the State Government released the Greater Sydney Region Plan – A Metropolis of Three Cities, and the Western City District Plan, which includes the Camden LGA.

In accordance with the District Plan and changes to the Environmental Planning and Assessment Act 1979 (the Act), all councils were required to review and update their Local Environmental Plans (LEP) and prepare a Local Strategic Planning Statement (LSPS).

The Local Strategic Planning Statement (LSPS) is a 20-year planning vision, emphasising land use, transport and sustainability objectives to demonstrate how the Camden Local Government Area will change to meet the community’s needs over the next 20 years.

The LSPS was adopted by Council on 14 April 2020.

 

 

LEP Amendment

Council has chosen to undertake the Comprehensive LEP Review in two stages:


Stage 1 LEP Amendment

Stage 1 to amend Camden LEP 2010 involved aligning with the State Government’s direction and, in particular the planning priorities outlined within the District Plan and LSPS. The Stage 1 Planning Proposal also included amendments to improve the readability and application of Camden LEP 2010.

On 8 October 2019, Council endorsed the Stage 1 Planning Proposal for Gateway Determination by the Department of Planning, Industry and Environment. The Gateway Determination was received on 28 February 2020 and a Gateway Alteration was received on 15 May 2020.

The Stage 1 LEP Planning Proposal was on public exhibition from 10 June until 21 July 2020.

On 11 August 2020, Council resolved to endorse the Stage 1 Camden LEP amendment (as amended) and forward to the Department for the plan to be made.

On 26 February 2021, the Department notified the Stage 1 Camden LEP Planning Proposal (as amended post exhibition by Council) through Amendment No. 49 to Camden LEP 2010.

 

Stage 2 LEP Amendment

Stage 2 to amend Camden LEP 2010 will be undertaken following the completion of the technical strategy work required to fully align Camden LEP 2010 with the District Plan and LSPS. The following work is currently being undertaken to inform the Stage 2 Planning Proposal:

  • Camden Local Housing Strategy;
  • Camden Centres and Employment Land Strategy;
  • Camden Green and Blue Grid Vision
  • Heritage Review; and
  • Visual and Scenic Landscape Analysis.

 

Camden Local Housing Strategy

The Camden Local Housing Strategy (LHS) is Council’s vision for housing development over the next 10 and 20 years. The LHS was adopted by Council on 12 October 2021.

Camden Centres and Employment Land Strategy

The Camden Centres and Employment Land Strategy (CELS) is Council’s vision for the development of Camden’s centres and employment lands over the next 20 years. The CELS was adopted by Council on 8 March 2022.

The Camden Green and Blue Grid Vision outlines Council’s approach to enhancing and  connecting high-quality open spaces, biodiversity corridors, riparian areas, natural bushland, and waterways across the local area.

What is the Local Strategic Planning Statement?

Local strategic planning statements (LSPS) are a pivotal tool for local strategic planning in NSW. They inform local statutory plans and development controls and give effect to regional and district plans. The statements provide a clear line-of-sight between the key strategic priorities identified at regional or district spatial scales and the finer-grained planning at local, centre and neighbourhood scales.
